Strategic Partnership Reaches New Heights
Azerbaijan and Ukraine are strengthening their strategic partnership in 2025, with Ukraine positioned as a key transit hub for Azerbaijani gas to Europe. This cooperation will be further solidified at the Ukraine Recovery Conference 2025, scheduled for July 10-11 in Rome.
Since Russia’s full-scale invasion of Ukraine, Azerbaijan has maintained a well-balanced and multi-dimensional stance rooted in international law and respect for state sovereignty. Baku has consistently supported Ukraine’s territorial integrity while providing significant assistance across multiple domains – humanitarian, infrastructural, technical, and diplomatic. As of July 2025, Azerbaijan’s total aid to Ukraine has exceeded $42 million USD.
Energy Cooperation and Economic Ties
A landmark development occurred on July 28, 2025, when Naftogaz concluded its first gas import contract with SOCAR Energy Ukraine, marking an unprecedented energy flow between the two countries. This strategic move aims to diversify Kyiv’s natural gas supply sources, following its complete disengagement from Russian gas since 2015.
Humanitarian Support and Infrastructure Development
Azerbaijan’s support includes substantial humanitarian aid, comprising deliveries of medicine, food, clothing, essential supplies, 134 transformers, 70 generators, and more than 2 million meters of power cables, along with other equipment critically needed for Ukraine’s civilian infrastructure.
In Irpin, one of the hardest-hit areas in Kyiv Oblast, Baku has supported the reconstruction of a school, a city clinic, a park, and financed the construction of four new social facilities, including rehabilitation centers and cultural-educational venues.
Looking Ahead
Azerbaijan maintains a clear, balanced position rooted in international law, consistently advocating for conflict resolution based on sovereignty and territorial integrity principles. While not recognizing the annexation of Ukrainian territories, Azerbaijan combines restrained rhetoric with concrete actions: humanitarian assistance, infrastructure reconstruction, and engagement in international post-conflict recovery platforms.
Azerbaijan’s approach to Ukraine demonstrates a combination of strategic restraint and practical involvement. Baku continues to make tangible contributions to humanitarian protection and recovery efforts, strengthening its international reputation as a responsible, pragmatic, and independent actor capable of acting in the spirit of solidarity and international law.
