A Historic Transformation Underway
Wigan is experiencing an unprecedented period of development, with multiple major projects happening simultaneously. The town’s leadership, including council leader David Molyneux, has expressed great optimism about the developments taking place throughout 2025 and 2026, including significant upgrades to iconic locations like Haigh Hall.
Town Centre Revitalization
The former Galleries site renovation has become a catalyst for urban renewal, attracting developers who traditionally focused only on city centres to consider Wigan as a viable investment opportunity.
The Cotton Works Project
A standout development is the transformation of the former Eckersley Mills, where plans include 137 apartments in Mill Three. Mill One is being converted into an innovative space featuring a food hall, business units, and bars – including a distinctive glass-sided rooftop establishment. The project’s first phase is expected to be operational within six months, under the guidance of the local Heaton Group.
Current Progress and Future Plans
The site is already showing signs of success with the Cotton Works becoming a popular hospitality venue, hosting the successful ‘Feast at the Mills’ street food, bar, and live music events. The entire development project is anticipated to span approximately ten years, encompassing ten distinct phases.

The town’s commitment to business growth is evident in the return of the Believe in Business Festival for 2025, featuring expert-led sessions, interactive workshops, and business support initiatives.
Historic Preservation and Modern Innovation
While progress continues on multiple fronts, some challenges remain, particularly with the historic Wigan Pier buildings. These structures, once the North West’s second most visited tourist attraction, are undergoing rehabilitation works. Significant progress has been made on their restoration, with only final fitting out and landscaping work remaining between mills two and three.
