Russian President Vladimir Putin has issued a direct warning that any foreign troops deployed to Ukraine would be considered ‘legitimate targets’ by Moscow’s forces. This statement came as European leaders renewed their commitment to support Ukraine’s security.

Recent Diplomatic Developments

A significant summit of the ‘coalition of the willing’ saw 26 nations agree to provide forces to deter Russian aggression, contingent on President Donald Trump’s peace efforts succeeding. However, the United States’ commitment, crucial to any security arrangement, remains uncertain. The meeting represented a new European initiative led by Macron to demonstrate independence from US action, particularly after Trump initiated direct talks with Putin.

Putin’s Position on Peace Negotiations

Putin maintains that security guarantees must be established for both Russia and Ukraine, stating that Russia will implement any agreements reached. However, he delivered his warning at the Eastern Economic Forum in Vladivostok, following demonstrations of close relations with China and North Korea. The Russian leader argued that Ukraine’s strengthening military ties with the West are among the ‘root causes’ of the conflict that began in February 2022.

International Relations Shift

In a notable diplomatic stance, while the Kremlin remains opposed to Ukraine joining NATO, Putin indicated that he is not against Ukraine’s EU membership aspirations. He stated that while Ukraine’s NATO decision must consider Russia’s security interests, the country’s EU bid represents a ‘legitimate choice’ in building its international relations and economic partnerships.

Current State of Conflict

The conflict continues to evolve on the ground, with Russian forces reportedly taking control of the settlement of Markove in the Donetsk region. Meanwhile, Ukraine has demonstrated its capability to strike back, attacking Russia’s Ryazan oil refinery and an oil depot in the Russian-occupied Luhansk region.
